The Most Complex and Extensive Ecosystem Restoration Project Ever Proposed: Lessons from the CALFED Program
Dave Owen, University of Maine School of Law
Dave Owen specializes in environmental law. His research interests range from ecosystem restoration to climate change, and he is particularly interested in legal responses to environmental uncertainty and change. He teaches courses in environmental law, natural resources law, water law, and administrative law.

Maine Water Institute (WRRI) Announces Request for Pre-proposals
The request for pre-proposals from the Maine - USGS Water Research Resources Institute (a program of the Mitchell Center) has been issued. This constitutes the FY09 Maine grants program as authorized by the federal Water Resources Research Act of 1984 as amended. This request for pre-proposals is for research and information transfer projects in the areas of water resources and related environmental sciences. The focus areas for 2009 are water economics and outreach (knowledge to action). Projects addressing these focus areas will be given priority, subject to peer review. Approximately $90,000 (depending on Congressional appropriations) will be awarded following external peer review and selection by a panel of Maine environmental specialists and researchers.
Pre-proposal deadline: Friday, May 2, 2008.

2008 Maine Water Conference Wrap Up - comments requested
The 2008 Maine Water Conference took place on Wednesday, March 19 at the Augusta Civic Center. We extend our sincere appreciation to all those who worked so hard to make the event such a great success. Thank you!

We have also updated the web site and many of the presentations are now available as pdf documents. We will continue to post additional presentations and other relevant documents as we obtain permission from speakers. Please

Northern Maine Children's Water Festival - applications open
The Northern Maine Children’s Water Festival will take place on Tuesday, October 14, 2008, at the University of Maine in Orono. This fun-filled, educational day of water-related activities is geared for 5th and 6th grade students and their teachers. The day is filled with hands-on classroom activities, an exhibit hall, entertainment, and quiz show and includes topics such as wetland habitats, lakes, wildlife, groundwater, and aquatic life. Free materials are available in a teacher resource room. There is no charge to send students to the Festival.
Students and teachers from Aroostook, Washington, Hancock, Piscataquis, Somerset, Penobscot, Waldo, Knox counties and the following northern Kennebec County towns: Clinton, Benton, Waterville, Winslow, Oakland, Albion, Rome, Belgrade, China and Vienna, are eligible to attend. A grant of up to $200 per school is available to help defray the cost of bus transportation.

Maine GeoLibrary Planning Project Seeks Participation
The Maine GeoLibrary Board recently received a matching grant from the US Geological Survey in support of the National States Geographic Information Council (NSGIC) Fifty States Initiative. The work to be completed includes two tasks. Task 1 will update and enhance the GeoLibrary Strategic Plan, our blueprint for GIS priorities in Maine. Task 2 will recommend a conceptual framework and functional specification for an Integrated Land Records Information System for the State of Maine.
Your participation is vital to the success of this project, but, more importantly, to the growth of GIS and the development of a framework that will improve the lands records system in our State. A document outlining how you can participate in this process is available at:
