Research and Evaluation in Maine

State Program Evaluation

This link has information on state-wide program evaluation conducted by NDEC and the University of Maine. There are four links: Evaluation Design, Data Collection, Data Interpretation and Evaluation Reports.

Evaluation Design

Under Evaluation Design, you can find four approaches to assessing program value, research questions which guide state-wide evaluation of the Reading Recovery program and information on data creation and maintenance.

Data Collection

Under Data Collection, there are three links: 1) Address Changes, 2) Reading Recovery Student Assessment Forms, 3) NDEC Data Entry Helper Forms and 4) Qualitative Surveys and Response Rate Forms.

Under Address Changes, you’ll find the Database Information Sheet, Network Contacts Sheet and Address Change form.

IMPORTANT: These data can now be entered online.

Under Reading Recovery Student Assessment Forms, you’ll find forms that can be accessed online but need to be ordered and/or printed out and filled in on paper including:

  • Observation Survey Forms (Order online)
  • Tentative Selection Sheet
  • Attendance/Lesson Summary
  • Hard to Teach Action Plan

Under NDEC Data Entry Helper Forms, you’ll find forms such as:

  • Optional Data Collection form for RR and RS students,
  • Teacher Data Form: Site-specific Information,
  • Summer/Extended Year Data Update form.

IMPORTANT: These forms need to be printed out and completed on paper. Teacher leaders should mail the Summer/Extended Year Data Update form to the University of Maine.

Under Qualitative Surveys and Response Rate Forms, you'll find forms for collecting qualitative data and for tallying response rates.

IMPORTANT: These forms can now be accessed online. Teacher forms need to be printed out and mailed in to teacher leaders. Only the Teacher Leader response rate form can be submitted online.

Data Interpretation

This link provides basic information about concepts such as descriptive statistics, stanines for the Observation Survey, how average bands are computed and the difference between stanines and average bands.

Evaluation Reports

Here, you can find both qualitative and quantitative annual State of Maine evaluation reports, a history of mean exit- and year-end text reading levels and Maine Average Band Scores for the Observation Survey.

School Program Evaluation

On their website, NDEC provides Reading Recovery teachers with instant school-level data summaries. However, these data summaries are distinct from comprehensive school reports, which should include information about a school’s operation of the Reading Recovery program. Therefore, this web page links to general guidelines for writing district and school-level reports, Moore’s rubric for assessing a school’s operation of the Reading Recovery program, and a template for writing about school operations. 

Scholarly Research

The Scholarly Research link will take you to the completed work of independent researchers, such as Dr. Romei's study of longitudinal outcomes of Reading Recovery innovations with at-risk populations.
