Qualifications: Significant combination of education and experience in project management for building construction, building design and building/plant maintenance management required. Asbestos Design Consultant and Asbestos Supervisor certification required. Asbestos Inspector and Lead Inspector certification preferred. Experience in implementing and maintaining a formalized asbestos management program within an organization that maintains high health and safety standards and experience in asbestos abatement and related settings required. A working knowledge of state and federal environmental laws, rules and regulations regarding asbestos, lead and indoor air quality (IAQ) required. Experience with indoor air quality (IAQ) issues preferred. Excellent oral and written communication and organizational skills required; knowledge of computer applications and operations (Microsoft Access, Excel, Word, and PowerPoint); and demonstrated successful related work experience required. POSITION TITLE: Asbestos & Lead Project Manager DATE: 04/25/05
DEPARTMENT: Facilities Management REPORTS TO: Sustainability Officer
PURPOSE:
The Asbestos Project Manager conducts professional service work involving the leadership and coordination of assessment and cleanup of environmental health hazards including asbestos, lead, and indoor air quality (IAQ). Responsibilities include coordinating and overseeing technical asbestos, lead and IAQ activities including overseeing abatement activities in facilities operated by the University of Maine; managing the ongoing development and implementation of the University’s Asbestos Operations and Management Plan and Annual Facility Notification; establishing abatement priorities; and overseeing contractors and consultants conducting abatement projects. This position has the responsibility for program administration, budgeting, regulatory compliance, service contract administration, and employee training in support of the safe, effective and efficient management of asbestos and lead containing building materials at the University of Maine and satellite facilities. Work is performed under limited supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Develops, implements, manages, maintains, reviews, and provides continuous improvement to all aspects of the University of Maine’s Asbestos Management and Lead Management Programs to ensure compliance with applicable local, state and federal abatement, transportation, and disposal regulations, the implementation of appropriate best management practices, and provide for the safety and health of University of Maine employees, students, visitors, and facilities.
2. Reviews, updates, and implements the University of Maine’s Asbestos Management Program Operations and Maintenance Plan annually as part of the University’s Annual Facility Notification.
3. Notifies appropriate institutional, local, state, and federal agencies about work plans and timelines associated with abatement work; prepares appropriate forms; submits Annual Facility Notification to the Maine Department of Environmental Protection.
4. Administers and serves as primary contact for ensuring the execution of abatement, management, monitoring, training, and building-wide survey contracts. Responsibilities include contract development, administration, review, monitoring, funding, extension, and termination
5. Serves as primary contact for local, state, and federal regulators regarding the day-to-day operation of asbestos, and lead. Works closely with the Safety and Environmental Management Department (SEM) to help SEM establish effective policies and procedures for the asbestos, lead compliance and indoor air quality activities.
6. Coordinates and prioritizes the daily schedules of contracted service providers performing sampling/analysis/reporting on asbestos and lead in building materials, asbestos and or lead building material repairs/encapsulations/abatements, and IAQ management and remediation activities.
7. Provide scope and specifications for projects to asbestos, lead and IAQ contractors. Reviews asbestos, lead, and IAQ abatement work and design plans provided by contractors as necessary.
8. Enters regulated containment areas as necessary to perform work practice inspections of contractors, develop solutions to unique or problematic circumstances as they arise, and review adherence to work and design plans by contractors.
9. Coordinates activities with and between contracted service providers and project managers, trade supervisors, trade members, and occupants of a University facility/area subject to an abatement or repair project.
10. Develops annual budget for Facilities Management’s Asbestos Safety Program base budget operating account; approves and manages all account related expenses; receives and processes all invoices.
11. Provides cost estimates to University departments for asbestos, lead, and IAQ management services in University facilities; manages expenses on behalf of University departments for approved services.
12. Maintains all records of all work pertaining to asbestos, lead, and IAQ management projects, program changes, and related issues.
13. Creates, manages, and maintains sensitive information and records on University personnel related to asbestos, lead, and IAQ exposure incidents and investigations.
14. Teaches and enforces project management related protocols, work practices, and worker protection policies and regulations.
15. Facilitates or provides training to departmental employees and campus personnel as required or deemed appropriate/a best management practice, such as but not limited to, Asbestos Awareness, Lead Awareness, and Lead Smart Renovator training.
16. Represents Facilities Management at asbestos, lead, and IAQ management related meetings and events, to include but not limited to, meetings by and between University personnel and with local and state regulators.
17. Attend public hearings and related events sponsored by local, state, and federal agencies to monitor proposed changes to applicable regulations, evaluate the impact of such proposed changes on the University’s asbestos, lead, and IAQ management operations, and where appropriate, provide feedback to regulators as a licensed, experienced professional.
18. Conducts other reasonably related duties as assigned by Sustainability Officer.
KNOWLEDGE AND SKILL QUALIFICATIONS:
A significant combination of education and experience at the project management level providing knowledge of building construction, building design, and building or plant maintenance management. Managing a formalized asbestos management program with an organization that maintains high health and safety standards is preferred. Experience in asbestos abatement and related settings required. Experience with indoor air quality issues preferred.
A. At a minimum, the following licenses/certificates are required: Asbestos Design Consultant and Asbestos Supervisor.
B. The following licenses/certificates are preferred: Asbestos Inspector and Lead Inspector.
C. Extensive working knowledge of state and federal environmental laws, rules, and regulations regarding asbestos, lead and IAQ.
D. Knowledge of asbestos, lead, and IAQ assessment and abatement principles, practices, and techniques.
E. Ability to design and inspect construction projects involving asbestos, lead and IAQ abatement.
F. Ability to recognize and evaluate presence of asbestos and other health hazards.
G. Ability to develop and recommend solutions to asbestos, lead, and IAQ control and abatement.
H. Ability to review and interpret plans, blueprints, and specifications for compliance with local, state, and federal ordinances, laws, rules, and regulations.
I. Familiarity with OSHA 29 CFR 1910 General Industry Standards and OSHA 29 CFR 1926 Construction Industry Standards preferred.
J. Knowledge of building construction and mechanical systems.
K. Computer skills are required. Specific demonstration of projects using Microsoft Word and Microsoft Excel required. Familiarity and experience with Microsoft Access and Microsoft PowerPoint preferred
L. Demonstrated training and public speaking experience.
M. Demonstrated ability to function with little supervision and exercise a high degree of responsibility, judgment, and initiative.
N. Must have excellent oral and written communication skills, the ability to collaborate with others, and establish and maintain effective working relationships.
O. Must be able to perform physical tasks required to conduct investigations and abatement project audits.
P. Ability to coach trades people to improve performance and compliance.
Q. Ability to wear a respirator and other PPE as required.
R. Ability to travel normally requiring a driver’s license.
SUPERVISORY RESPONSIBILITIES:
Shared responsibility for assigning duties and tasks to an Administrative Assistant I and supervise temporary student positions as necessary.
POSITION TYPE:
Full-time, ongoing, base-budgeted fiscal-year professional appointment.
WORK SCHEDULE:
Normal business hours are Monday through Friday, 7:00am to 3:30pm. Work outside of regular hours (to include nights and weekends) may be necessary in order to meet the requirements of the position. The employee will establish regular office hours and, in consultation with the supervisor, adjust the work schedule as necessary. Employee must be available for emergency call-backs as necessary.
WORK YEAR:
Full-time, fiscal.
WORK ENVIRONMENT:
Typical shared office space using standard office equipment. Frequent interaction required with department members, regulators, contractors, and University safety professionals required to continuously improve asbestos, lead, and IAQ management and remediation strategies and procedures. Investigations and audits will necessitate the employee to wear appropriate protective equipment.
SCHEDULE FOR EVALUATIONS:
In accordance with UMPSA agreement.
SALARY RANGE:
$45,885 - $76,475 (WB05), with a normal hiring range of $45,885 - $53,532.
The finalist for this position must successfully complete a pre-employment physical and driver’s license background check.
