Librarian, Government Publications, Maps, GIS, and Microforms. Raymond H. Fogler Library, University of Maine, Orono seeks an experienced librarian to serve as department head and to administer and coordinate fulfillment of the legal responsibilities as a Tri-State Regional Federal Government Document Depository and to support the instructional, research, and public service functions of the University by providing collection management, public, and technical service for the past, present, and future acquisitions of United States federal, Canadian federal and provincial, and Agricultural Experiment Station publications.  Also to manage the delivery of Geographic Information Systems services including development of numeric and spatial database and software collections, creation of GIS instructional materials and the delivery of campus GIS workshops. Prepares reports and library publications, including web pages.  Supervises four support staff and four student employees. 

 

Required:  ALA-accredited MLS and professional experience in an academic, or state, or public library with demonstrated experience with federal documents. Demonstrated leadership, management, and supervisory experience in a library.  Demonstrated ability to manage programs, staff, and technology. Excellent oral and written communication skills for interpersonal, presentation, negotiation, and consensus-building.  Ability to work independently as well as in a team environment.  A willingness to travel within the Tri-State Region and to national conferences as needed or appropriate.  Normally requiring a  valid driver’s license. Must have authorization to work in the U.S.

 

Preferred:    Experience working collaboratively with libraries, other institutions, and with state and federal governments. Experience with GIS.  Experience preparing materials for and teaching workshops.

 

Raymond H. Fogler Library is the primary research library for the State of Maine. The University of Maine is the Land Grant University and Sea Grant College for the State of Maine.  It is the flagship institution of the University of Maine System, offering bachelors, masters, and doctoral degrees.  The University of Maine has approximately 11,900 students and 713 faculty.  Fogler Library has a collection of more than 1 million volumes and a staff of 22 professionals and 37 support staff. The library uses the Innovative integrated system and has developed Mariner, a digital library.  It is a Tri-State Regional Depository and a full patent and trademark depository.

 

This is a fiscal-year, full-time position with an excellent benefits package. PURPOSE:   To support the instructional, research, and public service functions of the University Community by providing collection management, technical and public service for the Library’s past, present and future acquisitions of United States federal, Canadian federal and provincial, and Agricultural Experiment Station publications, as well as in microform, and map formats.  To manage the delivery of Geographic Information Systems (GIS) services including development of numeric and spatial database and software collections, creation of GIS instructional materials and the organization and delivery of campus GIS workshops.

 

DUTIES AND RESPONSIBILITIES:

  

management

 

Process:

1.   Develops, coordinates, and promotes collection management, and technical and public services to the University Community for the Library’s past, present and future acquisitions of American federal, Canadian federal and provincial and Agricultural Experiment Station publications, as well as maps, and publications in microform.

2.   Manages the delivery of Geographic Information Systems (GIS) services including development of database and software collections, creation of GIS instructional materials and the organization and delivery of campus GIS workshops.

3.   Provides leadership for the department units offering these services and performing the functions.

4.   Responsible for the development of policies and procedures related to the units.

5.   Responsible for the recruitment, selection and hiring of newly hired classified staff for the department.

6.   Represents the units and their personnel to other units of the Library and the University Community.

7.   Shares responsibilities for communication and planning within the Library.

8.   Shares responsibility for the recruitment and selection of newly hired professionals.

9.   Responsible for statistical, annual, and other reports related to the units required by the Library, the University, and the profession.

 

Quantity:  1-4 daily, 5-6 as needed, 7-9 weekly, biweekly, monthly, annually and as needed.

Operation of government publications unit and services

 

Process:

1.    Administers and coordinates fulfillment of legal responsibilities as a Regional Federal Government Document Depository, serving the University and the general public.

2.    Responsible for consultation services, coordination of training, reference question referral, and efficient access to the Regional collection for the 27 selective depository libraries in the Tri-State Region:  Maine, New Hampshire, and Vermont.

3.    Responsible for knowledge of on-premises and off-premises collections, digital resources whether owned by the Library or not, and specialized collections throughout the country to enable access for Library users’ research, instruction and public service.

4.    Designs and implements procedures and workflow for acquisition, check-in, end-processing and housing of new government publications.

5.    Effectively serves users of  the Department’s government publication collections.

6.    Responsible for the speedy and accurate retrieval of material requested by the University Community and supervises the work of others.

7.    Effectively communicates with University Community users of  the Department’s collections and services.

8.    Shares responsibility for maintaining Agricultural Experiment Station publication exchanges with the other 49 state Land Grant institutions.

9.    Effectively communicates with other libraries.

10.   Writes and revises the web pages and guides related to the department and its services, and supervises the related work of others.

11.   Conducts ongoing evaluation of technology and processes to optimize received value, effect cost savings, and determine the most expedient method with which to obtain tangible and digital resources.

12.   Responsible for evaluating the overall accuracy and making recommendations for future development of bibliographic searching and verification of department’s collections. 

13.   Responsible for accurate and knowledgeable operation and use of department’s physical facilities and equipment by staff and users, including shelving, cabinets, retrieval equipment and management of our allotment of space in the Fogler Library and Library Annex buildings and supervises the work of others.

14.   Selects and acquires non-depository publications and digital resources to supplement those received in the depository programs, and suggests related materials for the Reference and Science Reference collections in support of users’ research , instruction and public service.

 

Quantity:  1-8 daily, or as needed; 9-14 weekly or monthly, and as needed.

Operation of Microforms Unit and Services

 

Process:

1.   Responsible for knowledge of on-premises and off-premises collections and specialized collections throughout the country to enable access for Fogler Library research, instruction and public service.

2.    Responsible for the speedy and accurate retrieval of microform material requested by the University Community and supervises the work of others.

3.    Effectively serves users of Department’s microforms collections and services and supervises the work of others.

4.    Writes and revises the web pages and guides related to the unit and its services and supervises the related work of others.

5.    Effectively communicates with other libraries.

6.    Conducts ongoing evaluation of technology and processes to and make recommendations for purchases while optimizing received value, effecting cost savings, and determining the most expedient methods by which users may view, print, scan, and to download imagery from microform materials.

7.    Responsible for evaluating the overall accuracy and making recommendations for future development of bibliographic searching and verification of department’s microforms collections

8.    Responsible for accurate and knowledgeable operation and use of department’s physical facilities and equipment by staff and users,  and management of our allotment of space in the Fogler Library and Library Annex buildings.. 

9.    Effectively communicates with users of department’s microform collections regarding their  microform retrieval, viewing, printing, scanning and image downloading requirements.

 

Quantity:  1-7 daily, 8-9 as needed.

Operation of Map, Spatial & Numeric Data unit and services

 

Process:

1. Responsible for knowledge of on-premises and off-premises map collections and databases and comparable specialized collections throughout the country to enable access for University of Maine research, instruction and public service.

2.  Responsible for the speedy and accurate retrieval of  numeric data  and maps in tangible formats and assistance with production of  ready-made or customized maps from local and remote sources, as requested by the University Community.

3.  Effectively serves the users of  Department’s map and GIS collections and services and supervises the related work of others.

4.  Effectively communicates with other libraries.

5.  Writes and revises the web pages and guides related to the unit and its services and supervises the related work of others and supervises the work of others.

6.  Conducts ongoing evaluation of technology and processes to optimize received value, effect cost savings, and determine the most expedient method with which to obtain materials.

7.  Responsible for evaluating the overall accuracy and making recommendations for future development  of bibliographic searching and verification of department’s map, and numeric & spatial data collections. 

8.  Responsible for accurate and knowledgeable operation and use of department’s map and GIS physical facilities and equipment by staff and users.

9.  Effectively communicates with users regarding their map, spatial data, numeric data, map scanning / digitizing and GIS software requirements.

10.  Creates GIS instructional materials in print and electronic formats, organizes and delivers campus GIS workshops.

 

Quantity:  1-9 daily, or as needed; 10 weekly or monthly.

Supervision

 

Process:

1.    Responsible for hiring, scheduling, and training classified staff.

2.    Supervises and evaluates classified staff of the units.

3.    Responsible for hiring, scheduling, and training student personnel.

4.    Supervises and evaluates student personnel of the units.

5.    Monitors the student assistant budget for the department.

6.    Meets regularly with classified staff members.

7.    Communicates instructions and procedures to all department staff

8.    Responsible for staff development.

 

Quantity:

1 and 2 supervises daily and evaluates each semester and yearly; 3 as needed; 4 monthly; 5-6 monthly or as needed; 7-8 as needed.

 

Quality:  The department staff work efficiently and effectively together.  Staff’s skills, and knowledge develop to a high level of expertise providing value to University community.

  

Reference service

 

Process:

1.    Participate in scheduled public service of the Reference Team of professional librarians.

2.    Provide reference service to walk-in, telephone and e-mail questions of primary clientele:  the faculty staff and students of the University of Maine

3.    Provide reference service to anyone who calls on us, regardless of affiliation.

 

Quantity:

1 to 3 hours daily

 

Quality:  The Reference team, consisting of members of four departments, works efficiently and effectively together.  Staff’s skills, and knowledge require a combination of graduate level education, specialized knowledge developed through study and experience, up to date knowledge of technology, and discerning  “people skills” required for solving information problems of users of all statuses, ability levels and temperaments.

 

 

Other reasonable related duties, including, but not exclusively:

        Work on library, university, state-wide, regional and national committees and advisory councils.

 

Marginal functions:  There are no marginal functions.

 

Knowledge, skills and qualifications:  Master's degree in library science from a graduate school accredited by the American Library Association is required.  Also required:  government publications, microform, map and GIS training or experience; previous successful management experience; proven ability to hire, train, evaluate, and motivate staff; excellent oral and written communication; ability to evaluate, recommend purchase and plan public and technical service for selected databases and computer software; initiative and creativity in optimizing quality of service to users and maximizing the utility of collections; competence as an instructor and reference librarian.

 

Supervisory responsibilities:  Recruitment, selection, hiring, training, management and evaluation of:

1 Library Clerk

7 to 12 student assistants

 

Position Type:   Ongoing, Base Budget

 

Work environment/dynamics:  Work environment is similar to most academic library settings in that it will be affected by rapid changes in information technology.  This employee will be expected to help monitor these changes and assist in adjusting services accordingly.  Operations of units take place in various parts of the Library.  Workers share an office space that provides little noise buffering and worker privacy.  The employee must take these factors into account for the successful management of the Department’s human resources.

 

Work schedule:  Regular work schedule will include weekend and evening hours. The employee should establish regular office hours and in consultation with the supervisor, the employee will adjust the work schedule in order to meet the requirements of the position.

 

Work year: Full-time, fiscal year.

SALARY:  Salary Band 5
