Initiating the Search
The Office of Equal Opportunity (OEO) coordinates and
monitors the search and selection process for professional and faculty
positions at The University of Maine. All forms required to initiate a
search (and described in steps 2-6 below) should be sent to OEO.
Departments initiating a search are urged to consult Equal Opportunity
or Human Resources informally as they prepare these materials. Bonita Grindle, Associate Director in
OEO, should be consulted about the job
announcement (ad) and recruitment strategies. Human Resource (Catherine
Pease or Michelle Wood) should be consulted about the development of new
or revised job descriptions (not required for most faculty) and
appropriate salary ranges. Questions concerning the appointment of
individuals who are not currently eligible to work in the United States
should be directed to the Office of International Programs (1-3423).
Equal Opportunity approves the job announcement (ad) and recruitment
strategy before a Vice President or the President signs off on the
search (by signing the Request to Fill). Requests for waivers from
normal search requirements should be directed to the Director of Equal
Opportunity.
The University of Maine is committed to both equal opportunity and
affirmative action in the search and selection process. The goal of each
search is to select the best-qualified individual from a strong and
diverse pool of candidates. Equal opportunity is provided to each
candidate regardless of race, color, religion, national origin, age,
sex, sexual orientation, disability or veteran status. Candidates are
treated fairly and consistently so that the final selection is based on
criteria directly related to the qualifications specified in the job
announcement.
The University's Affirmative Action Plan establishes hiring goals for
minorities and for women where they are currently underutilized on
campus, based upon an analysis of appropriate national availability
information. Affirmative action does not mean preferential hiring; it
does mean using targeted recruiting efforts designed to ensure diversity
in the applicant pool.
The University of Maine policy requires national searches for faculty
and professional positions lasting more than seven months, unless an
individual is named in a grant or contract because he or she is uniquely
qualified. Exceptions to this policy include individuals appointed
through the Opportunity Hire program and Postdoctoral Research
Associates appointed for no longer than two years. These programs are
described separately in material available from OEO. The Director of
Equal Opportunity or his designee may also
allow exceptions to the national search requirement in extenuating
circumstances. Positions lasting less than five months may be filled
without a search, using a Temporary Professional Employment Form,
available from Human Resources.
Steps to take when
Initiating Faculty / Professional Search
Discuss the new or replacement position with your Dean or Director.
Agree on the title, responsibilities and qualifications; the composition
of the search committee and the search chair (committees must include
both male and female members and should strive to reflect other forms of
diversity as well); and the budget for the search.
For professional
positions, draft a new job description or update the current job
description (see Job Description Format). Consult Human Resources if you
have questions about the job description.
Draft a job announcement.
For professional positions, the announcement must conform to the
qualifications and responsibilities outlined in the job description.

Complete a Recruitment Strategy Form outlining all the ways in which you
will advertise/recruit for this position. Bonita Grindle can provide
assistance in completing this form. See the sample Recruitment Strategy
Form in this packet with an explanation on the reverse side.

Opportunity->Search Materials. Complete the Faculty Position Replacement
Form for E & G Funded Faculty Replacement Positions. The form is
required by, and available from, the Provost’s Office.
Complete the Request to
Fill (available from Human Resources). The Request to Fill must be
signed by the individual initiating the search, the Chair or Director,
and the Dean (for academic positions) before it is sent to OEO.
Forward the paperwork
generated in steps two through six to OEO. For faculty searches, this
includes the Request to Fill, the job announcement, the Faculty
Replacement Form, and the recruitment strategy. For professional
positions, this includes the Request to Fill, the job description, the
job announcement, and the recruitment strategy.
NOTE: OEO will review
all search paperwork; notify you if changes are required or recommended;
sign off on the recruitment strategy form when the paperwork is
completed and approved; and forward all paperwork to the appropriate
senior administrator in Alumni Hall. OEO will notify the initiating
department when the senior administrator has signed the Request to Fill,
approving the initiation of the search. At this point, the department
may begin advertising/recruiting.
