Above, four men are at work plowing
up an old macadam road. One drives the tractor, one stands on the
plow blade to weight it down, and two hold the handles of the plow.
This is one good example of the CCC's priorities—the organization
was aimed at putting men to work, so labor-saving practices were not
just unnecessary, they were counter-productive. Note the incongruity
of the tractor pulling a plow which would look more natural behind a
mule.
