                       Southeast Fisheries Observer Project Manager

   NOAA National Marine Fisheries Service (NMFS)

I.M. Systems Group, Inc. (IMSG), (http://www.imsg.com), a Federal Government Contractor is looking for candidates to fill the role of Project Manager responsible for managing the Southeast Fisheries Observer program.  The position is located in Pascagula, MS.  Responsibilities include: liaison with national Marine Fisheries Service personnel and manage all aspects of the Fisheries observer program including recruitment, operations, administration and equipment maintenance.  The Southeast Fisheries observer program covers the region from North Carolina to Texas with fisheries observers placed on commercial fishing vessels operating within the region to collect fisheries data for scientific and management purposes.

 

Summary of essential job functions:

  • Extensive interaction with the National Marine Fisheries Service
  • Management of 8 coordinators and 100+ observers
  • Ability to manage a project that is spread out over a very broad geographical area via phone and email contact
  • Interact closely with the fishing industry in order to facilitate completion of the required sea days
  • Track all expenses to prevent exceeding the contract ceiling
  • Communicate effectively with co-workers, government staff and the fishing industry as necessary to resolve issues at the lowest possible level
  • Track fishing activity and inform NMFS of current trends
  • Recruit and hire qualified coordinators and observers
  • Oversee observer trainings
  • Facilitate refusals documentation
  • Oversee safety deficiency reports
  • Submission of affidavits for law enforcement
  • Oversee observer resignation process
  • Maintain appropriate staffing levels
  • Oversee inventory of equipment and make sure it is maintained to proper standards

Minimum requirements:

  • College degree in the biological sciences or a related field required
  • 3-5 years project management experience of multi-million dollar projects
  • Ability to solve problems while balancing the needs of the company and NMFS
  • Strong organizational and communication skills
  • Ability to be diplomatic and professional in confrontations situations
  • Strong management and supervisory skills
  • Proven commitment to accuracy
  • Experience working with the commercial fishing industry
  • Ability to multi-task and work non-standard hours often in excess of 40 hours per week
  • Compensation commensurate with experience and includes full benefits.
