Ethics, Public Policy and Civic Education

"Unethical behavior, in larger society and in the public service, has contributed to widespread disillusionment with our fundamental political institutions and threatens to erode the American spirit," says Steven Ballard in this report. The paper takes a broad approach to understanding the relationship between ethics and public policy by examining traditional sources of ethical standards and causes of ethical conflicts. Ballard maintains that interactive, non-hierarchical, long-term civic education is more effective than rational and scientific civic education in the search to reform our institutions and behavior to more closely reflect our fundamental ideals and values.
