The paper takes a broad approach to understanding the relationship between ethics and public policy by examining traditional sources of ethical standards and causes of ethical conflicts. Ballard maintains that interactive, non-hierarchical, long-term civic education is more effective than rational and scientific civic education in the search to reform our institutions and behavior to more closely reflect our fundamental ideals and values.
