This document describes the major forms of local government in the state of Maine. In addition, it presents a history of significant changes in adopting professional administrator (Manager Plan) forms of local government in the state. Updated from the original report written by Haag in 1961, the second edition adds material related to implementation of municipal home rule as well as information on professional local government in Maine. Although there are many variations in form of government, The Manager Plan in Maine presents the forms of local government employed in the nearly 500 municipalities in the state.
