This article appears in the October 2002 issue of Bulletin of Economic Research.  This study suggests that a subsidy in the form of public provision has the potential to be the most efficient educational policy because it stimulates investment in human capital, which would otherwise be inefficiently low because of distortionary income taxation and possible external benefits.

Tax Policy and Economic Development in Maine:  A Survey of the Issues,  August 2002
This report focuses on tax policy and economic development in Maine. Its purpose is to provide a foundation for discussion and debate of tax policy options generally and, in particular, those relating to economic development in Maine. The report includes a brief discussion of the linkages between tax policy and economic development, and the criteria used to structure tax policy (known as the requirements of a good tax system), state and local revenue trends, and specific state and local taxes.

An Overview of the Demographic and Economic Conditions in Maine: A background for workforce and tax policy considerations, May, 20, 2002
This report provides an overview of selected social and economic topics in Maine as the backdrop for companion studies that examine two important and inter-related issues: workforce development and tax policy. Without addressing these issues directly, this report focuses on demographic and economic trends in Maine. Specific emphasis is given to population changes in Maine, both demographically and geographically, along with selected measures related to education and workforce characteristics. Economic changes in the state are investigated both in terms of broad sectoral shifts, as well as detailed variations in specific industries and occupations. Regional differences in economic growth are also examined.

Estimates of the economic return to schooling for 28 countries
This article appears in Labour Economics: An International Journal (Volume 9, Number 1).  This paper estimates the rates of return to education in 28 countries using comparable microdata from 1985 through 1995. The authors aim is to investigate how widespread are two important features of the recent, largely UK and US, literature: the rising rate of return to education, and the finding that least-squares estimates are biased downwards rather than, as had commonly been thought more plausible, upwards.

This study was conducted for the Maine Legislature’s Commission to Study Equity in the Distribution of Gas Tax Revenues Attributable to Snowmobiles, All-Terrain Vehicles and Watercraft.  The study collected information concerning the amount of gasoline consumed by Snowmobiles in Maine during the previous riding season.

Piscataquis County Micro-Enterprise Survey, June 2001
This survey was conducted for the Eastern Maine Development Corporation (EMDC) in cooperation with the Piscataquis County Economic Development Committee.  The survey was designed to collect information about home-based businesses and micro-enterprises in Piscataquis County to determine their characteristics, their economic impact, and to identify their business needs.
