Outmigration Executive Summary - Maine is losing its youth. The number of residents aged 15-29 has been steadily declining throughout the 1980s and 1990s. This unhappy trend can be traced to three separate phenomena: the birth rate among Maine people is continuing a 40-year decline; the rate of out-migration for youth has increased dramatically; and youth in-migration has slowed. |
