Carolyn S. Ball is Associate Professor within the Department of Public Administration. She has taught at the University of Maine since 1991.
Education
Professor Ball earned her Ph.D. in political science from Purdue University in 1990. She earned her M.A. from Southern Illinois University in 1978 and her B.A. from Nasson College in 1973.

Professor Ball has contributed articles to professional publications including the Journal of Collective Negotiations in the Public Sector, New England Journal of Public Policy, Review of Public Personnel Administration, and the American Journal of Engineering Management. She served as principal investigator on numerous community policing surveys in conjunction with the U.S. Department of Justice, the State of Maine, and the Justice Assistance Council.
Service
Prior to coming to Maine, Professor Ball held the position of performance standards analyst with the Indiana Department of Employment and Training Services. In Maine’s coastal community of Southwest Harbor, she has served on the Comprehensive Plan Committee, Fiscal and Physical Subcommittee, Warrant Committee and as a board member of Harbor House Community Service Center. She also has served on the Personnel Committee of the Bangor Y.
At the University of Maine, Professor Ball is a member of the Graduate Committee for the College of Business, Public Policy and Health, the Graduate Board Executive Committee. She is intern coordinator for the Department of Public Administration, and chairs the department’s graduate and undergraduate committees and is director of Graduate Programs.
