Sandford Blitz, M.P.A.
Mr. Blitz currently manages a consulting firm that he created shortly
after his retirement from federal services. Mr. Blitz also currently
manages the affairs of two non-profit corporations, the Bangor Target
Area Development Corporation and the East-West Highway Association. His
last assignment with the federal government was as the Economic
Development Representative for the U.S. Department of Commerce, Economic
Development Administration (EDA), for the State of Maine, Rhode Island,
and Connecticut. Prior to coming to Maine, he served eight years with
the U.S. General Services Administration in Washington, D.C. Mr. Blitz
also has local government experience, serving as the Executive Assistant
to the Mayor of Bridgeport, Connecticut, for four years. Presently, Mr.
Blitz provides assistance in planning and economic development programs
and assesses the economic development potential of sites in New England.
His teaching interests include courses on planning and economic
development and intergovernmental relations.
Andrew Fisk, Ph.D., AICP
Dr. Fisk's training is in both environmental science and land use
planning & policy from Rutgers University. He is currently Director of
the Bureau of Land & Water Quality at the Maine Department of
Environmental Protection. He has served in various positions in State
government, including work at the Department of Conservation working at
the Land Use Regulation Commission and the Department of Marine
Resources as marine aquaculture policy coordinator.
Marie Grady, M.A.
Ms. Grady has been teaching at the University since 1980. She has
offered undergraduate courses in the Departments of Public
Administration, Political Science, History and Onward, as well as
serving as a Freshman Class Advisor. She holds a Bachelor of Arts Degree
from the College of New Rochelle, NY, with a major in American Studies;
a Masters in Government and Administration from Boston College and
additional advanced studies at the University of Maine. She has taught
courses at Husson and Bangor Theological Seminary, and serves on the Old
Town Planning Board and the Economic Development Council. She holds
membership in ASPA, the American Heritage Foundation and the AAUW. She
is a past member of the Danvers, and Essex County (MA) School Boards,
the Massachusetts and Maine American Federation of Teachers and the
Massachusetts Historical Society.
Lawrence Leugers, M.P.A.
Mr. Leugers holds a BA in Accountancy from Miami University. He has
performed graduate-level work at the University of Evansville,
University of Illinois at Champaign-Urbana, and holds a Masters of
Public Administration from the University of Maine. Mr. Leugers has 29
years experience in a variety of financial and management positions in
both the public and private sectors. Currently, Mr. Leugers is
practicing as a licensed Realtor and specializes in Commercial Business
Brokerage.
John Mahon, Ph.D.
Dr. Mahon is the first incumbent of the John. M. Murphy Chair in
International Business Policy and Strategy and Professor of Management
at the Maine Business School. He is the author or co-author of over 100
articles, book chapters, and monographs, and has authored/co-authored
over 75 cases in business strategy, corporate political strategy, and
public policy. His interests and expertise are in the intersection of
business-government-society relations and strategies. Of particular
importance is how organizations (profit, not for profit, public
agencies) manage key stakeholders and issues. He is also interested in
the politics of regulation, and the politics, economics, and cost of
public interest groups. He is currently the Editor of Business and
Society, and serves on the board of several not for profit
organizations. He has won numerous awards for his teaching at the state
and national level. Professor Mahon has provided consulting and
executive education services to a wide variety of corporations,
governmental agencies and other organizations.
John Rogers, M.P.A.
Mr. Rogers holds degrees in law enforcement and public administration.
He is currently the Director of the Maine Criminal Justice Academy (MCJA)
in Vassalboro, Maine, which trains all law enforcement officers and
corrections officers in Maine. He has 28 years of experience in law
enforcement with 1 year at MCJA, 2 years as Deputy Commissioner and 3
years as the Assistant to the Commissioner for the Maine Department of
Public Safety, 5 years as the Police Chief in the Town of Farmington and
17 years as a Police Office for the Town of Orono. His teaching
interests include law enforcement and public policy.
Jonathan Shenkin, D.D.S., M.P.H.
Dr. Shenkin is an Assistant Clinical Professor of Health Policy, Health
Services Research and Pediatric Dentistry at Boston University. Dr.
Shenkin received his dental degree from Columbia University, and a
Master of Public Health degree and Certificate in Health care Finance
from the Johns Hopkins University. Dr. Shenkin also completed a
residency in public health at the National Institutes of Health and a
pediatric dentistry residency at the University of Iowa. Dr. Shenkin's
public health interests range from nutrition to HIV prevention, as well
as access to dental services for children. Dr. Shenkin has multiple
public health experiences, most notably serving on a workgroup for the
U.S. Surgeon General, as well as serving as an advisor for a federal
leadership training initiative for physicians and dentists. Dr. Shenkin
continues to be an invited speaker throughout the United States on the
topic of improving the school nutrition environment.
E. James Soucie, M.P.A.
Mr. Soucie is a Certified Government Financial Manager and is currently
the Director of Administrative Operations and Compliance at Maine
Maritime Academy in Castine, Maine. He has worked in a variety of state
government and private industry management positions including senior
budget analyst in the Maine State Bureau of the Budget, senior tax
examiner in the Maine State Bureau of Taxation, Director of Treasury
Operations for an ITT subsidiary in Phoenix, Arizona and as a corporate
auditor for General Electric. His teaching interests include fiscal
administration, public policy development and performance budgeting.
