Leadership in Public Policy and Administration

Abstract
This qualitative research project examines the history of leadership
theory, comparing traditional leadership theories and principles with
contemporary leadership practices and considering both Eastern and Western
cultural traditions. At its heart is the question, “What is leadership?”
Although the term leadership remains undefined, this research proposes an
Elemental Theory of Leadership that describes the context within which
leadership – especially, public leadership – happens. The research may
be of value in gaining a practical understanding of leadership and leadership theories.
