ROC Information








What is ROC?

ROC (Residents on Campus) is a board of Student Government Inc. that represents the on campus student body. It is the Residence Hall Association at the University of Maine.

Our mission statement reads:

"The mission of Residents On Campus is to represent and promote the interests of resident students. In establishing this as our goal, our organization provides support, guidance and organizational structure to the Hall Governing Boards and Area Boards. In addition, Residents On Campus provides and supports programming for resident students that address current issues and respond to student needs. Furthermore, it is the aim of this organization to promote understanding and increase communication between resident students, Residence Life and Programs, and the Administration."

How does ROC work?

The ROC General Assembly consists of one voting member from each residence hall. The ROC Programming Committee consists of one voting member from each hall also. ROC’s President and Vice-President are elected each March by all students who reside on campus. The VP of Programming, VP of Financial Affairs, National Communication Coordinator, and Secretary are appointed by the President. These officers, along with the advisor serve as ROC’s non-voting Executive Board, which make recommendation to the ROC General Assembly and Programming Committee and carries out duties specified in the ROC Constitution.  The rules of ROC are contained within the ROC Constitution, General Assembly Bylaws, and Financial Policies.

How is ROC funded?

The majority of ROC’s funds come from Student Auxiliary Services. They allocate $6.00 per resident student. Student Government funds ROC through the annual budget (usually over $10,000.00).

How is the money spent?

Student Auxiliary Services Funds: ROC is allocated $6.00 per resident student per semester.

  • $2.50 to the ROC Board
  • $2.75 to the student’s residence hall
  • $0.50 to the Special Event Fund
  • $0.25 to the Executive Fund

Student Government Inc. Funds

  • Maintain ROC office
  • 50% of the cost for the Student Video Channel
  • Photocopies
  • Advertising
  • Other Expenses

ROC General Assembly funds are spent in many different ways. Here are some examples:

  • The Student Video Channel
  • Trips to Boston
  • Inter-hall activities
  • NACURH trips
  • Plays in the pavilion
  • Bands and Concerts

The Special Event Fund is currently used for the annual Quebec trip. The trip is open to 300 on campus students usually costing the student around $70.00. If the trip does not fill up with on campus students, off campus students will have a chance to sign up at a slightly higher cost.

Funds that are designated for each residence hall are used at the discretion of the HGB. While the list of possible events or other expenditures is endless, it might include:

  • Floor/section/hall pizza parties
  • Hall Spirit Week
  • Offer contests (prizes)
  • Hall trips
  • Purchase or upgrade hall equipment (DVD player, pool, TV)

These are really just the tip of the iceberg. It is very important that HGB’s are encouraged to plan events and use the funds allocated to them. The money comes from each resident and they should benefit from it!  Details about how money is spent are available in the Financial Policies.

We are located in 161 Memorial Union. If you have any concerns, questions, or ideas please stop by or call us at 581-1760.

Meeting times for the ROC General Assembly this fall will be on Monday at 6:00 in the Bumps Room (in the Memorial Union). The Programming Committee Meetings are at 5:00 on Mondays. We invite all Residents, HGB members, Resident Directors, and Resident Assistants to attend. ROC General Assembly meetings are open for anyone interested in attending.

What is the NACURH?

As of September, ROC is a member of NACURH, the National Association of College and University Residents Halls. The regional website for the northeast (NEACURH) is nacurh.org/neacurh. ROC attends NEACURH and NACURH conferences.
