ROC President's Council Bylaws








Article 1. PURPOSE

The purpose of ROC Presidents Council is to discuss and resolve issues that effect hall governing boards. Presidents Council will address the need for resolutions to be sent to the general assembly. Further, Presidents Council shall be a tool to create community amongst hall governing board presidents and vice presidents.

Article 2. GENERAL PROVISIONS

  • Section 1. The ROC President shall preside over all meetings of Presidents Council. Should the President be unable to preside over a Presidents Council meeting, the Pro-Tempore of Presidents Council, appointed by the ROC President shall take the chair is his or her place.

  • Section 2. All meetings of the President Council shall be run in accordance with Robert's Rules of Order Newly Revised, subject to such Bylaws and Rules of Order as Presidents Council may adopt.

  • Section 3. Presidents Council shall meet no less then once a month. The time and frequency of meeting shall be determined at the first meeting by Presidents Council.

  • Section 4. Presidents Council shall have the right to propose resolutions to the ROC General Assembly. 

Article 3. MEMBERSHIP

  • Section 1. The voting membership of Presidents Council shall be one president or Vice President from each Hall Governing Board, but both are encourage to attend.

  • Section 2. If a member of Presidents Council cannot attend the meeting, they must send a proxy in their place.

Article 5. EXECUTIVE PRIVILEGES 

  • Section 1. Special sessions of Presidents Council can be called by the President of ROC or by 20% of the membership. 

  • Section 2. Presidents Council shall appoint Advocate. It shall be the job of the Advocate to represent Presidents Council at General Assembly, when requested to do so by the Council.

  • Section 3. The ROC General Assembly can veto any resolution passed by the Presidents Council. 

Article 6. AMENDMENTS

Any Amendments to this document must first be approved by a 2/3 majority of Presidents Council. There must then be a majority vote in favor of the Amendment by The General Assembly.
