Policy Development Process

Fall 2003 UMaine facilitates a working group of UMaine employees to address relationship abuse in the workplace.

October 6, 2004 Domestic Violence in the Workplace Conference held in, at which time Governor Baldacci announced his executive order that all state government offices establish domestic violence in the workplace policies within a year.

Fall 2004 Campus discussions with Equal Opportunity & Diversity, HumanResources, Employee Assistance Program, Safe Campus Project, Public Safety and others regarding the development of a comparable policy for UMaine, which would serve to complement/supplement the existing Workplace Violence Policy.

February 24, 2005 Janet Waldron convened a representative group to formally initiate the policy planning process.

May 25, 2005 Policy development and implementation committee appointed and formally charged by Janet Waldron and initiates processof drafting policy.

Committee membership intentionally selected to ensure broad representation inclusive of various employee constituent groups [see Appendix A: committee charge and membership list].

Summer 2005 Committee meets regularly to develop policy

Committee reviews and builds upon policies authored by Maine Attorney General’s Office, Maine Department of Labor, Maine Department ofAdministrative and Financial Services, Maine Department of Transportation, Eastern Maine Medical Center , Maine Department of Public Safety.

July 27, 2005 Phone consultation with Chris Leighton, Chief of Operations in the Maine Attorney General’s Office.

August 25, 2005 Teleconference with policy committee and Jessica Maurer, Special Assistant Attorney General, and Chris Leighton, Chief of Operations, with the Maine Attorney General’s Office.Ongoing communication with Jessica Maurer, who provided consultation on policy regarding firearms language, training, sexual assault language, Responder protocols.

September 6, 2005 Policy draft sent to union representatives from UMPSA, ACSUM, AFUM, Police, Teamsters. Suggested revisions received from UMPSA, ACSUM, and AFUM.

September 7, 2005 Consultation with Jessica Maurer, Special AssistantAttorney General, and Margaret Beckman, Training & Development Corporation, regarding definition of ‘supervisor’ and decision to include supervisors as Responders.

September 7, 2005 Stephen Marks presents draft policy to Faculty Senate.

October 28, 2005 Meeting with members of University of Maine System office to review draft policy. Suggested revisions were incorporated, including Kelly Wiltbank’s request to delete language requiring all supervisors to serve as Responders.

November 30, 2005 Additional revisions received and incorporated from Ed Nobles, University System Risk Manager.

December 14, 2005 Revised policy distributed electronically to policy committee with a request to share policy with respective constituent groups, and provide final comment; feedback received and incorporated.

January 17, 2006 Received and incorporated policy revisions from Francine Stark, Spruce Run.

February 9, 2006 Received list of “learnings” from state policy development process; reviewed policy and made necessary revisions consistent with these suggestions.

February 22, 2006 Policy committee meeting; final policy submitted to Janet Waldron.
