Topic: Maine's Place in the Bottled Water Industry
Patrick Donoho is Vice President of Government Relations for the International Bottled Water Association (IBWA). He is responsible for local, state and federal government relations. He joined IBWA in 2001 and has represented the association on groundwater, tax, recycling, bottled water, and other issues before state legislatures, state and federal regulators, and Congress.
Mr. Donoho has an extensive background in government relations. Prior to joining IBWA, Mr. Donoho was Vice President of Government Affairs for the Pharmaceutical Care Management Association (PCMA). While at PCMA, he testified before Congress on adding a prescription benefit to Medicare and was intimately involved in the development of the medical records privacy regulations that implemented the Health Insurance Portability and Accountability Act (HIPAA). He also represented the pharmacy benefit management industry before numerous state legislatures and regulators.
He also was Senior Vice President of State Affairs for the Tobacco Institute, Director of Government Relations for Revco, D.S., Inc., Director of Government Relations for the National Association of Chain Drug Stores, and worked for a youth employment and training.
Patrick Donoho is a native of rural Minnesota. He graduated from the University of Minnesota with a Bachelor of Arts in Political Science and German. He lives in Annapolis, MD.
Maine's Place in the Bottled Water Industry
Mr. Donoho's talk will provide a national and international perspective on Maine's position in the bottled water industry, the market forces that move and influence the investments and actions of bottling companies and offer a view of what future demands might ask of Maine's groundwater resources and how the state might best prepare to manage groundwater withdrawals for bottled water.
The International Bottled Water Association (IBWA) is the authoritative source of information about all types of bottled waters. Founded in 1958, IBWA's membership includes U.S. and international bottlers, distributors and suppliers. IBWA is committed to working with the U.S. Food and Drug Administration (FDA), which regulates bottled water as a packaged food product, and state governments to set stringent standards for safe, high quality bottled water products. In addition to FDA and state regulations, the Association requires member bottlers to adhere to the IBWA Model Code, which mandates additional standards and practices that in some cases are more stringent than federal and state regulations. A key feature of the IBWA Model Code is an annual, unannounced plant inspection by an independent, third party organization.
